He was born in Ankara in 1969.
He completed his primary and secondary education at T.E.D. Ankara College from 1975 to 1986. In 1992, and graduated from the English department of Hacettepe University Faculty of Medicine, where he had enrolled in 1986.
Between 1992 and 1997, Dr.Mumcu completed his residency in Obstetrics and Gynecology at Dokuz Eylül University Faculty of Medicine in Izmir, which was his first choice in the Medical Specialization Exam.
He fulfilled his military service duty at Gülhane Military Medical Academy Haydarpaşa Training Hospital between 1998 and 1999.
From July 2000 to October 2010, he worked as a specialist in Obstetrics and Gynecology in the Reproductive Health Unit of the American Hospital in Istanbul.
Following this, he relocated to Canada, where he played a key role in establishing a private IVF center for a period of three years.
During the subsequent period, Alper was part of a research team at McGill University Faculty of Medicine Research Institute, focusing on early diagnosis of ovarian cancers. He then worked at Clinique Gynesys in Montreal.
In April 2015, he returned to Turkey.
Currently, he provides medical care to patients in his private clinic in Nişantaşı.
Dr. Mumcu has published scientific articles in both domestic and international journals and has presented papers at national and international congresses.
